for which Mr. MacDougall asked in the same telegram should serve to

tide us over the most difficult period and enable the future intake

of unpassed Cadets to be given full opportunity for language study

which has had to be denied to most of those who joined the service

since 1939 and without which the usefulness of an administrative

officer is seriously limited. They will leave eight vacancies in the

projected establishment which will probably be increased to ten by

the retirement on grounds of age of two Class I officers in 1948 or

1949. Against these vacancies I have in my telegrams No. 136 and

957 requested that three officers in all be selected for training

for the 1947/8 University course, and I shall probably recommend that

a further three be selected in due course for the following year. In

this way it is hoped that the establishment may be gradually built

up to the desired figure, while, as mentioned in the fifth paragraph

of this despatch, ample room has been left for readjustment in the

course of the next three years, should the experience of more normal

conditions during that period show any such readjustment to be necessary.

To sum up the recommendations in this despatch, I request

your approval for an immediate increase in the authorised establishment

for administrative officers in this Colony from 35 to 48, in order to

make adequate provision for a leave reserve as calculated in Enclosure

1 to ensure that the minimum number of officers available for duty

at any one time will not fall below 30; and for the necessary additional

appointments to be made as detailed in the preceding paragraph so as

to spread the intake of new officers over a mumber of years.
